Направления деятельности

1. arranging medical support, health resort treatment and recreation for officers and employees of customs authorities, citizens of the Russian Federation dismissed from service in customs authorities and entitled to a pension and having 20 years or more (including in preferential terms) of work experience (length of service) in customs authorities, with the exception of individuals dismissed from service in customs authorities on the grounds specified in Part 8 Art. 3 of Federal Law No. 283-ФЗ “On Social Guarantees to Employees of Certain Federal Executive Authorities and Amendments to Certain Legislative Acts of the Russian Federation” dated December 30, 2012, their family members and their dependents (hereinafter referred to as the customs officers, retirees and family members of these persons), improving the quality and efficiency of the same;

2. coordinating activities of medical and health resort institutions under the jurisdiction of the FCS of Russia (hereinafter respectively referred to as the medical & health resort institutions), customs authorities medical units (hereinafter referred to as the medical units) in terms of providing medical aid, health resort treatment and recreation and planning the expenditures on supporting the activities of medical & health resort institutions and medical units;

3. ensuring compliance by customs authorities, medical & health resort institutions and medical units with the legislation of the Russian Federation in the field of health;

4. arranging the mandatory state personal insurance of customs officers;

5. arranging the payment of benefits and compensation in the event of death or bodily injury of customs officers and compensation for property damage in connection with the performance of their official duties;

6. arranging military medical examination and medical certification in customs authorities;

7. methodological guidance for the arrangement of military medical examination in medical institutions and medical flight expert examination at customs authorities within the competence of the Administration;

8. control over the expenditure of budget allocations by medical & health resort institutions and medical units within the competence of the Administration;

9. interaction in the prescribed manner with the Contract Department of the FCS General Department of the Logistics Support  (hereinafter, the Contract Department) in the procurement of goods, works and services within the competence of the Administration;

10. developing and strengthening the material and technical facilities of medical & health resort institutions and medical units within the competence of the Administration;

11. medical support for participants of sports, physical culture, mass sport, cultural and other events held by the FCS of Russia;

12. organizational and methodological management of medical & health resort institutions and medical units in terms of the organization of medical support, health resort treatment and recreation.

Функции

1. organizes medical support, health resort treatment and recreation for customs officers and other categories of individuals in cases stipulated by the legislation of the Russian Federation;

2. provides organizational and methodological guidance and coordination of the activities of medical & health resort institutions and medical units on issues of medical support, health resort treatment, recreation, medical examinations (except for medical and social expert examination), health check-ups and medical certification, as well as other issues within the competence of the Administration;

3. provides organizational and methodological guidance and coordination of the activities of customs authorities on issues of mandatory state personal insurance, payment of benefits and compensation in the event of death, disability or injury of customs officers and compensation for property damage in connection with the performance of their official duties, as well as other issues within the competence of the Administration;

4. participates in the development of draft federal laws, regulatory legal acts of the President of the Russian Federation and the Government of the Russian Federation by fields of Administration’s activities;

5. in accordance with the stipulated procedure, participates in the development of regulatory and other legal acts of the FCS of Russia by fields of Administration’s activities in order to implement social guarantees stipulated by the legislation of the Russian Federation for medical support, health resort treatment and recreation of customs officers, retirees and family members of such persons, compulsory state personal insurance of customs officers, payment of benefits and compensation in case of death, disability or bodily injury of customs officers, as well as compensation for property damage in connection with the performance of their official duties; makes proposals for the publication, cancellation, invalidation, amendment of regulatory and other legal acts of the FCS of Russia on issues within the competence of the Administration;

6. prepares proposals for the inclusion in the FCS activity plan within the competence of the Administration;

7. liaises with federal executive authorities, other state agencies, organizations, the Federal Compulsory Medical Insurance Fund and territorial compulsory medical insurance funds on issues within the competence of the Administration;

8. performs departmental control of the quality and safety of medical activities in medical & health resort institutions and medical units in accordance with the procedure stipulated by the Ministry of Health of the Russian Federation;

9. organizes an annual medical examination for customs officers;

10. ensures the rational use of the bed capacity of health resort institutions;

11. participates in planning and determining the need for budget allocations for the provision of mandatory state personal insurance services for customs officers;

12. provides mandatory state personal insurance of customs officers;

13. coordinates the requests of medical & health institutions for the purchase or decommission of medical equipment in part of determining the conformity of such requests to the standards set by the Ministry of Health of Russia;

14. ensures and controls the timely receipt (renewal, reissue) of licenses by medical and health resort institutions for certain types of activities in accordance with the legislation of the Russian Federation;

15. collects, summarizes and analyzes data on the results of the activities and determines priorities for the development of medical & health resort institutions and medical units;

16. organizes and conducts functional inspections of activities of medical & health resort institutions and customs authorities on issues within the competence of the Administration;

17. participates in inspecting the activities of medical & health resort institutions and customs authorities by fields of Administration’s activities;

18. participates in conducting internal audits by fields of Administration’s activities;

19. together with the medical & health resort institutions and customs authorities, develops forms of medical statistical reports, collects and summarizes data of medical statistical reports, monitors timely submission thereof to the Administration;

20. prepares information and analytical materials for the management of the FCS of Russia on issues within the competence of the Administration for making management decisions;

21. considers appeals of customs authorities, state agencies, institutions, other organizations and individuals and sends responses to the relevant persons on issues within the competence of the Administration;

22. participates in implementing state programs of the Russian Federation and other strategic planning documents within the competence of the Administration;

23. prepares materials on Administration’s activities for personal reception of individuals by senior managers of the FCS of Russia;

24. participates in the development of general and individual regulations on regional customs administrations, customs offices and customs posts within the competence of the Administration;

25. develops standard regulations on structural units of customs authorities by fields of Administration’s activities;

26. organizes and conducts performance assessment of specialists working (serving) in medical & health resort institutions and medical units that have higher and secondary medical and (or) pharmaceutical education, in order to assign them a qualification category;

27. organizes the selection and referral of customs officers, retirees and family members of these persons for health resort treatment and recreation;

28. provides for the work of the FCS of Russia Central Office health resort selection board, provides methodological assistance in organizing the activities of customs health resort selection boards;

29. monitors the work of customs health resort selection boards in terms of compliance with the requirements for the provision of documents confirming the right of customs officers, retirees and family members of these persons to health resort treatment and recreation;

30. draws up a plan for the distribution of vouchers for health resort treatment and recreation in health resort institutions in the FCS of Russia Central Office and customs authorities;

31. develops effectiveness control indicators, methods of calculation and rules for assessing the performance of medical & health resort institutions by fields of Administration’s activities;

32. within the competence of the Administration, participates in the planning by medical & health resort institutions and medical units of expenses for the maintenance and implementation of medical and health resort programs for customs officers and other categories of individuals in cases stipulated by the legislation of the Russian Federation, and monitors such planning;

33. coordinates the scope of additional budget requirements for the maintenance of medical & health resort institutions and customs authorities by fields of Administration’s activities;

34. ensures rational expenditure of funds by medical & health resort institutions, timely submission of financial and statistical reports within the competence of the Administration;

35. considers proposals for carrying out organizational and staff activities in medical & health resort institutions and medical units, makes proposals to the management of the FCS of Russia on the need to change the staffing of medical & health resort institutions and medical units within the competence of the Administration;

36. participates in the hiring and placement of personnel in medical & health resort institutions within the competence of the Administration;

37. together with structural units of the FCS of Russia and regional customs administrations, prepares proposals for improving the structure of medical & health resort institutions and medical units;

38. organizes an official investigation of cases of death, disability or bodily injury of officers of the FCS of Russia Central Office in connection with the performance of official duties;

39. ensures that the customs authorities conduct an official investigation of cases of death, disability or bodily injury suffered by customs officers in connection with the performance of official duties;

40. organizes military medical examination at customs authorities, participates in the medical flight expert examination at customs authorities within the competence of the Administration;

41. supervises the organization of military medical examination at medical institutions and customs authorities where the examination of employees is carried out;

42. organizes medical examination of customs officers and individuals newly hired to the customs authorities under a contract;

43. ensures that medical institutions observe the procedure for organizing and conducting examinations, medical and diagnostic measures in relation to customs officers within the competence of the Administration;

44. carry out work in accordance with the prescribed procedure to determine the causal relationship between bodily injuries of customs officers incurred in connection with the performance of official duties;

45. checks documents related to the payments of benefits and compensation in the event of death, disability or bodily injury of customs officers in connection with the performance of their official duties, as well as amounts of compensation for property damage, for compliance with the requirements of the legislation of the Russian Federation;

46. coordinates the work of customs authorities on processing documents for the payment of benefits and compensation in the event of death, disability or bodily injury of customs officers, as well as the amount of compensation for property damage caused in connection with the performance of official duties;

47. develops and submits requirements for the state of health of individuals newly hired to the customs authorities under the contract, customs officers and former employees of the customs authorities for approval to the FCS of Russia management;

48. represents the interests of the FCS of Russia in courts in accordance with the prescribed procedure on issues within the competence of the Administration;

49. participates in the preparation of proposals for the formation of federal and departmental target programs within the competence of the Administration;

50. prepares proposals to the FCS of Russia management on the feasibility of purchasing goods, performing works, and providing services for the needs of customs authorities, medical & health resort institutions within the competence of the Administration;

51. develops (participates in the development) of price and quantity standards, requirements for the procured goods, works and services, rules for determining standard costs by fields of Administration’s activities;

52. acts as a unit that initiates procurement and liaises with the Contract Department when planning and implementing the procurement of goods works, and services for the needs of the Administration;

53. organizes the work related to the performance of state contracts (agreements) for mandatory state personal insurance of customs officers within the competence of the Administration;

54. submits proposals to the FCS of Russia management for optimizing the procurement and ensuring the effective use of budget funds allocated for the maintenance and development of medical & health resort institutions and medical units, for the supply of goods, performance of works, and provision of services by fields of Administration’s activities;

55. exchanges information with state authorities and organizations in accordance with agreements on liaison (communication) in accordance with the prescribed procedure by fields of Administration’s activities;

56. prepares, where necessary, a report to the FCS of Russia management on the operational situation, emergencies, and conflict situations in the Administration;

57. informs the FCS of Russia management about the status of Admistration’s activities in the customs authorities, medical & health resort institutions and medical units with the necessary conclusions and proposals;

58. makes proposals on the creation of advisory and expert bodies (councils, boards, teams) on issues within the competence of the Administration;

59. provides information for posting on the official Internet website of the FCS of Russia within the competence of the Administration;

60. administers the section of the FCS of Russia Portal by Fields of Administration’s activities;

61. in accordance with the legislation of the Russian Federation arranges the preparation for acquisition, storage, accounting and use of archival documents formed in the course of the Administration’s activities;

62. participates in health safety, civil defense, emergency prevention and fire safety events;

63. participates in the organization of measures for anti-terrorist safety of sites (territories) of medical & health resort institutions;

64. participates in mobilization training events;

65. together with the Main Directorate for Logistics, organizes, in particular, in medical institutions, mandatory preliminary (for those newly hired for service or work) and periodic (in-service) medical examinations, other mandatory medical examinations, mandatory psychiatric examinations for persons hired to the customs authority or institution for service (work) related to harmful and (or) hazardous conditions of service (work), as well as for work that requires mandatory preliminary and periodic medical examinations and psychiatric examinations, and exercises control within the competence of the Administration;

66. together with the Main Directorate for Logistics, organizes, in particular, in medical institutions, pre-trip medical examinations of drivers of vehicles belonging to customs authorities or institutions under the jurisdiction of the FCS of Russia, customs officers using official transport for official purposes, and post-trip medical examinations of drivers of vehicles belonging to customs authorities or institutions under the jurisdiction of the FCS of Russia, whose work is associated with the transportation of passengers and hazardous goods, and exercises control within the competence of the Administration.
