The import into the customs territory of the Eurasian Economic Union (hereinafter referred to as the “EEU”) and the transportation of domestic animals between the EEU member states shall be performed in accordance with the Unified Veterinary (Veterinary and Sanitary) Requirements for the Goods subject to the veterinary inspection (supervision), approved by Decision No. 317 of the Customs Union Commission dated June 18, 2010 (hereinafter referred to as the “Decision”).
Dogs and cats are allowed to be transported for personal use (not more than 2) without any import permit and quarantine, accompanied by the relevant international certificates, which in this case are equivalent to the veterinary certificates, provided that such certificates contain the note on the clinical inspection, made by the competent authority within fourteen (14) days before the shipment. When importing from third countries, it is not required to reissue the international certificate for the veterinary accompanying document in the country of destination.
Dogs and cats are allowed to be transported for personal use (not more than 2) without quarantine, accompanied by veterinary certificates, within the territory of the Eurasian Economic Union in accordance with Annexes No. 2 and No. 3 to the Decision. The certificate shall contain the marks specifying that the animal has been vaccinated in accordance with veterinary requirements when importing fur-bearing animals, rabbits, dogs, and cats into the EEU customs territory and/or transporting them between the EEU member states (Section 15 of the Decision), whereas any subsequent rabies vaccination was performed during the previous vaccination period. The clinical examination of the animal must be performed within fourteen (14) days before the transportation, and the appropriate note shall be made in the certificate by the veterinarian, which grants the right to transport the animal within one hundred and twenty (120) days, provided that the period established for the vaccination (revaccination) against rabies is not expired.
The state veterinary supervision, including the veterinary inspection at the checkpoints across the state border of the Russian Federation and/or the places of full customs clearance in accordance with Resolution No. 327 of the Government of the Russian Federation dated June 30, 2004, shall be performed by the Federal Service for Veterinary and Phytosanitary Surveillance.
